How to Apply for POEA Overseas Employment Certificate (OEC) | Direct Hire Requirements

Your application for NZ Work Visa was successful – you are very glad to have received your passport with your visa attached to it. Maybe you are already thinking of buying your plane ticket. But hold your horses! You still need to get your Overseas Employment Certificate (OEC) from POEA, and believe me it might not be that easy!

POEA launched a system to get your OEC online (Balik-Manggagawa Online Processing System), but as the name suggests, you can only use it if you are an OFW who came back to the Philippines for vacation. All first-time OEC applicants must go to POEA to register their work and obtain their OEC. You also need to do the same if your employer changed while abroad.

 

What is OEC?

In simple terms, it is your “exit pass” which you need to present to the immigration officer at the airport. This is a requirement if you are leaving the country on a work/employment visa. You will need a new OEC every time you leave the country – even if you stayed in PH for a short time. Permanent resident visa and open work visa (a visa which does not require you to have a job offer –  your partner can apply for this) holders  are not required to obtain an OEC.

 

POEA Classification of OFWs Applying for OEC

  1. Hired through Employment Agencies – you applied and were hired yhrough one of POEA registered recruitment agencies. Usually, the agency will do all the processing for you for a fee charged from you or your employer.
  2. Direct or Name Hire – you were hired directly by an employer abroad.

If you go thru an agency, then they can help you with the processing of your OEC. If you are under direct hire just like me, then you have to apply for OEC by yourself. Based from my experience, it is easier to apply for your NZ work visa than to obtain an OEC. 🙁

I would like to share my experience on obtaining OEC through Name-Hire process.

 

Requirements for OEC Application : Name (Direct) Hire

Here are the things that you need to prepare before you go to POEA:

  1. Passport
  2. Work Visa
  3. Employment Contract/Agreement – must be verified and authenticated by Philippine Embassy. You can actually skip authentication – will mention how later.

Note that the medical exam is not required for OFW’s bound to NZ as you already had it in your NZ work visa application.

 

Applying for Overseas Employment Certificate (A Horror Story)

For the official steps in OEC application for Name Hires, you can refer to POEA website, but don’t take the word for it. I’d still advice you to contact them for requirements/steps.

I applied in POEA main branch (Ortigas). I had my passport, visa, and employment agreement with me. I heard about horrors stories of POEA exit clearance application, so I went early. I asked the guard at the entrance where should I pass my application, and the polite guard told me to proceed to Name Hire Division on 2nd floor (Tip: elevators are usually full, it might save you time to use the stairs). I went straight, and asked the guard on duty for queue number. He asked me to show my work visa first as proof that I need to apply for OEC. He gave me a number, and took a seat. When my number was called, I went to my designated window and presented the requirements to the officer. It only took a few minutes for him to tell me that I am missing a requirement  – My employment contract should be authenticated by Philippine embassy/consulate in New Zealand! That means I need to ask my employer to bring the employment contract to embassy for authentication and send it to me in the Philippines.

I got the job online. My employment agreement was signed online thru Docusign. I even applied for work visa online. So I didn’t expect the hassle of manual authentication/verification of my contract. I know that POEA is just doing their job to make OFWs “protected”. But have they thought about the cost of having the contract verified and authenticated (shipping the contract to AU then to NZ then back to PH + notarial fees + verification fees)? And more importantly, the time it will take to have it verified – I was afraid that my employer would just give up on me and offer the position to another applicant from another country which doesn’t need this bureaucracy.

Fortunately, there is another option. The officer said we could ask approvals from Name-Hire director and POEA Administrator. This will bypass the verification of my contract. He said many are doing this option, but it might take time, and approval is absolutely on the hands of their director and administrator. I opted for this option. The officer told me that he will submit my papers to their director for approval. But before I left, I asked them if there are other requirements. Good thing I asked! They wanted me to ask my employer to sign an addendum to the contract:

  1. Add the clause which requires my employer to provide the plane ticket back to the Philippines (even if I told them that I don’t need my employer to provide the return ticket because I am a permanent hire)
  2. Add the clause which requires my employer to repatriate my remains if anything happened to me while in NZ (even if I told them that my family can pay for my repatriation).

I had no choice, so I asked my employer to sign the addendum to provide the plane ticket, though between us, I would not ask for it. For the repatriation, the officer said that I could waive it by getting an insurance. Yes, there is an insurance specifically for OFWs and if anything happened to you while abroad – this includes repatriation. I paid US $42 for one year of coverage. I was also required to provide a company information/summary and a copy of certificate of incorporation or business registration of my employer. Good thing business registration details in NZ are available online.

So I came back for another day to give the additional requirements. I presented my documents to the officer, but he said that my application is still for director’s approval. So I asked if I can talk to the director, he was kind and asked me to talk to the guard to set up an appointment. I waited patiently to meet the director, and when I had the chance she interviewed me and asked me a couple of questions. She politely explained to me that they needed to be stricter because of the recent OFW woes in NZ. But she assured me that she will back me up to get the next approval from POEA Administrator.

I handed my papers back to the officer. Before I left, I asked him if I could get his number so I won’t waste days going back in POEA office while waiting for approval. He was hesitant at first, but since nakulitan na sya sakin, he asked for my number instead and said that he will send me a text message once everything is ok.

After a few days, I received a text message from him, so I went back to POEA. But that was just the start. It only meant that I have satisfied all the requirements and that I may proceed to the next step which is to attend the Pre-Departure Orientation Seminar or PDOS.

 

PDOS

I went to the next room to attend to the PDOS, and they checked if I had a PDOS referral. They asked me to fill out a form and provide a copy of my passport (Tip: Bring a few copies of your passport with you). There were several topics discussed in the seminar and some of the most important ones are: what to expect in the airport, documents that you need to bring to the officer, which I think will benefit our kababayans who leave our country for the first time, and yes, I also remember he advised to not be mayabang. He mentioned an example story about a Filipino in the US.

There were also some people from Landbank, Philhealth and SSS who gave lectures about saving and preparing for the future.

After the seminar, the PDOS certificates were given to the attendees. Then,  I went back to the Name Hire window to present the certificate.

Lastly, the OEC

The last steps are, of course, payment. I paid P4,700.72 (or US $100 equivalent) for POEA processing fee, P1,175.18 (or US $25 equivalent)  for OWWA membership. Philhealth and PAGIBIG are optional – I paid P600 for 3 month PAGIBIG contribution. After payment, they finally gave me my OEC.

Processing Time:

It took me two weeks to get the OEC. I had a total of 4 days of visit to POEA. So it is advisable to get a clearance as early as possible.

        1. Hi Danah, POEA has different requirements per country. This post is specific for NZ (though there are similarities). I would advise that you call POEA for Mexico requirements.

          About your questions:

          1. Hindi ako hiningan ng NBI Clearance sa POEA dahil direct hire (name hire). But this was required by NZ Immigration and my employer.
          2. Employment agreement = employment contract
          3. Hiningan ako ng business registration ng employer ko to verify if our company really exists (since under Direct Hire ako). Please ask POEA if you also need to provide this.

Now I am here in NZ now, Nov of 2016 I came in visit visa and direct hired by my employer this January 2017. The thing is pauwi ako for my vacation this July and i am seeing how can i obtain OEC, disaster pala kung kukuha ako. And to think my place is so away from the city, living in Haast West coast and 5 hours away from Queenstown Airport. Anyway I will see if I can have my work Agreement document notorized by Phil Embassy here in NZ and thats in Wellington I guess. Can I as what other requirements n hiningi nila n di mo n mention dito just in case, would be a great help.

Just a question on the PDOS seminar though… I attempted to schedule one online (https://cfo.ph/PDOS_Reservation/) , and the seminar for AUS/NZ are every Tuesday and Fridays only (2-4 pm), and are held in Citigold Center in Manila, not in POEA Ortigas. You wrote “I went to the next room to attend to the PDOS…” so I would just like to clarify if you can also attend PDOS seminars for NZ in POEA Ortigas? .     1. Hi Mika! First of all, congratulations! And yes, after my documents were assessed by the POEA officer, I was asked to proceed to the PDOS training room which is also on the 2nd floor of POEA building (same floor with the Name-Hire division). My understanding is that PDOS can be conducted by different organizations like OWWA, CFO and POEA. In my case, the seminar was conducted by POEA and I did not register for any appointment online as I was just a walk-in applicant.

Buti ka pa, madaling kausap employer mo. Mine isn’t quite as flexible so I don’t have my OEC yet. 🙁 Also, about Philhealth and Pag-ibig being optional, the PDOS speaker said that it’s “required” to pay one year for both. But you only paid 3 mos. Since I haven’t paid yet, I’ll see if I can also get away with paying only 3 mos. Haha. Anyways, thanks again for the article! Good thing I didn’t attend the CFO PDOS. Saved me P400. 🙂

        1. Hello again Mika, thank you for visiting. I guess I was lucky with our HR assistant (she’d been very patient to my requests). Pero kaya mo yan! You could try to ask if POLO verification can be waived/negotiated.

          BTW, I met an OFW while applying for OEC. He said he had been to POEA a couple of times already. Kinabukasan na yung flight nya and still waiting for the director’s approval for his papers. Naawa talaga ako sa kanya. Buti na lang, before the day ended, he got his OEC! Then there was another man with the same problem. As soon as he heard from the officer about the POLO requirements, he walked away with disappointment on his face. Nasayang pagod nya, but I wasn’t not sure if he came back or if he got his OEC.

          About PAGIBIG and Philhealth, I paid only for POEA (P4,700), OWWA (P1,175) and PAGIBIG (P600) for three months worth of contributions. Anyway, thank you for letting us know. I think the government’s policy on this is not very clear.

  2. Hello, ayaw din makipag cooperate ng HR ko about sa POLO verification, bound to UK po ako at may visa and contract na. I will try that option na sinabi mo, Sir. Ako po ba ang mag open sa POEA about that alternative , sir? And paano kung wala ako addendum, hindi kaya approved ng administrator yun? Salamat po.

    1. Hi Cristine, sorry for late response. In my case, yung officer ang nag-open nung alternative. Pero ok lang din kung ikaw na ang mag-open nung topic.

      About sa addendum, I was required by the officer to provide it so I am not really sure if you will get an approval without it. As I’ve said, yung repatriation clause ay pwedeng i-waive thru insurance. Pero yung return ticket, di ako sure kung merong alternative or kung pwede i-waive. It was really helpful na madali kausap yung employer ko. I suggest na itanong mo na din sa officer mo kung may way para ma-waive yung part na yun.

          1. Sa Pinas na ako kumuha ng insurance. Actually sa tabi lang ng POEA building yun. Nirefer saken nung POEA officer mismo.
          2. Hindi required ang plane ticket pero required yung sa addendum sa Employment Contract na sagot nung employer yung plane ticket.
          3. Nagsend ako ng email to POLO Australia about sa process nila. Mabilis naman sila magreply. Ito yung reply saken:

      I am also bound for UK and my employer is an NHS Trust Hospital in London. My employer would not release my contract not until they get a copy of my BRP which we can receive only upon arriving in UK. I asked POLO London if they can verify the Job Offer letter(which I have) instead. They will accept the Job offer letter in the place of an employment contract however It would be best and most convenient for me if the Verification Process be bypassed and waived. Kasi one of the requirements for verification in POLO London is notarization by a UK notary and legalization at the UK Foreign Commonwealth Office, and it would be very difficult for me to ask my employer/HR coordinator to have this docs processed at these aforementioned offices.

      Let me ask Cristine, have you tried sir JR’s way of appealing for the verification process to be waived? Any update on your situation now?

  4. Hi, pwede malaman kung may idea ka sa direct hire po kung kailangan mag PDOS. Kasi yun husband ko nag PDOS na dati non first time niya umalis to Dubai then ng ma finish contract ns siya na hire siya from Dubai to Russia so nasa Russia na siya 3years ago and ngayon he planned na magbakasyon pero ang sinasabi kasi sa POEA na kailangan niya muna mag PDOS and medical para makakuha ng OEC isa daw ito sa mga requirements nila. Kaya lang ang question ko pa kasi si naissuehan na siya ng working permit/ visa 3 years ago and yearly ang medical so bakit pa rin nila irerequire ng medical yun husband ko?

      Sorry late na ang reply ko. Napunta kasi sa Spam itong comment mo. Anyway, ang pagkakaalam ko kase ang goal ng PDOS ay i-orient ang OFW sa bansa kung saan siya magwowork. Sa case ng husband mo since lumipat sya sa Russia e kelangan nya ulet ma-“orient”. Although in reality hindi naman talaga kelangan at sa tingin ko hindi din naman makakatulong kase matagal na nasa abroad ang husband mo.

      About sa medical, dapat sa “accredited” clinics nila ginawa. Although may mga bansa na nawa-waive ang medical katulad ng NZ, Canada at AU. Di ko lang sure ang Russia.

      Medyo hindi talaga maganda ang “process”. Subukan mo pa din i-explain ang side mo sa POEA, baka sakali maintindihan nila ang case mo. God bless to you.

    1. Hi Kerwin,

      I wrote the letter on the spot and it was hand written (kaso wala na akong copy 🙁 ). Don’t worry, a simple letter citing the reason(s) why you are not able to provide the requirements should suffice. I think isa sa reason na nilagay ko ay hindi na aabot before sa flight ko kung ipa-process ko pa yung authentication ng papers. Then nabanggit ko din na nakapag-resign na ko sa previous employer ko and if hindi ako makakaalis e kawawa naman ang family ko. Better if you can add more to support your plea. I can’t remember kung kanino ko in-address un letter (I think sa Director ng Name Hire Division). You can ask the officer for advice kase sa kanila lang din ako nagtanong.

    I just called POEA a while ago, they need all the original documents or else our papers will not be processed. We just have to ask/beg our employers to send it to us. otherwise they will loose a good employee ;-). kidding aside, it will be a process for us, most of it waiting for the original docs.

        May mga nakasabay din ako dati na applicants na ang dala lang ay copy ng visa nila, pero hindi ko alam kung tinanggap.

        About sa na-mention ng previous agency mo, sa tingin ko tumatanggap ang POEA ng scanned copy kung dumaan ka sa accredited agency nila. In my case, I had to submit originals tulad ng sabi ni kimirai. You can also call them to verify. Good luck sa application mo! 🙂

  8. Bound to US, direct hire din same process din ba? We called POEA told us my 5 allotment lamg daw sila per company pag direct hire option lang is magagency which is magcost ng mahal yun. Already got Visa at papers. Howwww? 🙁

    1. Hi Annlie, ngayon lang ako nakarinig ng katulad ng case mo. I can’t confirm if that is true. I hope you can find more information about sa case mo. You may also contact some of their accredited agencies para makakuha ng idea kung mahal talaga ang cost – sana hindi mahal because you already have the papers.

  9. Hi! I called POEA just to double check if pwede bang ibypass yung authentication of work contract. However, dinedeny nila and are insisting na kailangan authenticated. May I ask sino nakausap mo sa officers and if pwede ba directly iapproach ang Name Hire Director para makiusap.

    1. Hi Melody, since it is not part of the “standard” process, it’s either hindi informed or talaga di nila dini-disclose. I would advise that you go visit their office and talk to them.

      Unfortunately, I can’t remember the name of the officer pero lalaki siya. I doubt na makakausap mo yung director without going thru the officers first.

  10. Hi Jr. I was a direct hire and supposed to be bound at Kazakhstan. Ang hawak ko lang document is Work Permit, Letter of Invitation and Employment Contract. I was offloaded last Sept 27 and immgration officer informed me to get first oec or special exit clearance para maktravel ako ng Hongkong for visa application. Wala kasing embassy ang kazak dto satin for visa issuance. Itatanong ko sana qng yun bang namention ko n documents ko eh enough para maisyuhan ako ng oec. Hoping for your advce..

    1. Sa case ko naman po, sa Kuala lumpur ako nagapply ng Visa kasi sarado ng one month yong Romanian Embassy dito sa Pinas.
      Medyo natagalan sa immigration, pero buti nung tinanong kung may letter ba from Embassy na pinapapunta ako doon, pinaki ko ung email ng embassy na pinapapunta ako doon.
      Ayun, ok naman.

      Sorry for the late reply. It’s sad to hear about your experience with the immigration officer. Were you offloaded on your flight to Kazhakstan or Hong Kong from Philippines? As far as I know, you can go to Hong Kong as a tourist up to 14 days (hotel booking and return ticket lang madalas chine-check), so I don’t expect a problem if you want to go to there and apply for visa in Kazakh Embassy. But I could be wrong so better if you can talk to someone from immigration.

      The requirements I mentioned in my post are specific to NZ, Maaaring iba ang para sa Kazakhstan kaya mas mabuti kung tumawag ka sa POEA mismo para maconfirm kung may special requirements sila for Kazakhstan bound.

    Nagpunta ako sa POEA pra sa OEC. Pero sabi nung counter need ipa verify sa nearest POLO or Phil Embassy and employment contract. Since walang POLO or Phil Embassy sa Romania, ang pinaka malapit is Budapest, Hungary.
    Under ako sa skilled worker, kaya akala ko hindi na need magpaverify. KAsi nakalagay sa website nila Household and low skilled lang dapat.

    Sinabi ko sa employer ko, tingin ko medyo naaabala na sila sa dami ng process.

    Naki pag coordinate sila sa Budapest office, sabi nung incharge doon pra maverify yong employment contract need ng docs like visa, id, work contract etc… which is meron lahat ung employer ko.       I can relate to everything you said (sa abala na nagagawa sa employer, ang feeling na umasa sa maling information sa website nila, and so on). Naisip ko rin na dead-end kasi ang daming hinihingi tulad ng amendments sa employment contracts at pagpapanotarize ng documents abroad. Sino bang employee/employer ang gustong pagdaanan ang lahat ng proseso na hinigingi nila? All for the sake of bureaucracy. You also mentioned na pinapadaan ka sa agency? Thank God at hindi naman ako umabot dun.

      Nakiusap ako at nag-appeal kasi malaki na rin ang nagastos ko at madami na din akong nalakad na ibang papeles. Nag-insist talaga ako na makausap un director ng Name Hire division at nagtanong kung may iba pang paraan. The rest is mentinoned in this post. Pwede mo din i-try yun.

      I got mine from “Paramount Life & General Insurance”, and I paid 42 USD for 1 year coverage. But I can’t really say if they are good insurance provider (Just want a quick way to satisfy the officer’s requirement). Their office is just on the left side of POEA building facing from EDSA.

    Nakipag usap ako sa director ng name hire, si mam Edna, tapos pinasa ako kay may Aileen.. sinabi na need dumaan sa agency at di ako pinayagan sa aking appeal.

    Ang worst part is sinasabi naman nila ngaun na need ko maghanap ng agency sa Pinas at agency sa Romania.. parang tie up daw sila para maaccredit ung employer ko sa POEA.

    Nagbigay sila ng mga list ng Phil Agencies na may tie up sa Romania. Pinuntahan namin ung pinakamalapit, ang singil is 65k bawat applicant. Tapos nagemail ung employer ko 1,200 euro naman daw ung cost ng agency sa kanila.

    Nakakatawa na talaga, pero nakaka iyak sa sobrang pagod ko na.

    Ngaun, wait ko nalang ung update ng secretary ng employer ko kc iba ung instructions ng Phil Embassy sa Budapest.

    Nabasa ko po ung pwede iwaive ung authentication ng contract. Ask po lang po kung pag punta pwede po ba dala ko na ung mga additional requirements for the director and administrator’s approval? And ung letter po kailan po kau nagbigay nun at ung papanotarize po medyo naguluhan lang po me pero sobrang matutulungan po ako nito 🙂 maraming salamat po!

    1. Hi Ashley, happy to help you. About sa question mo, sure pwede mo dalhin yung additional documents, but please note na hindi ito guarantee na mapapabilis ang processing. Madalas kase kukunin lang ang docs mo at ilalagay sa queue for approval ng director, and then ng administrator. Yun letter pwede ka na siguro gumawa before hand. Ibibigay mo to sa officer at isasama sa docs mo na ibibigay sa director. About sa notarization ng contract, required yun sa standard process. Pero since di ako dumaan dun e hindi na ko ni-require nito.

    Same case po kasi sa akin, ganyan din ang suggetion ng officer na nakausap ko. Max daw po 1 week. Pero tanong ko sana yung actual days na inabot sa inyo bago kayo nacontact ulit.

  19. I wished I researched on this weeks before as I’m faced with this massive dilemma. Been an OFW for over 10 years. I was also directly hired the first time I left the country but my company hired a local agency to handle all the paperwork so I didn’t have to worry about these things.

    I was absorbed by our client (same client i worked with for 10 years) and got a job offer in the UK. I submitted the visa application on Monday and I hope to receive my passport back on Friday (via PPS) if I get approved. They expect me to start in London on Nov. 3rd.

    Now the horror. What I thought would be a straight-forward process, I didn’t know getting an OEC for name hires would be this complicated. After reading the requirements online tonight, I sent a panicked email to my company to get my offer of employment authenticated by the embassy in London. I don’t know how long it would take for it to get here but I definitely won’t make it to London by Nov. 3. Going by the alternate route offered to you won’t cut it.

    I know this site is for NZ but I hope you’ll be able to answer my question. For the medical certificate – unlike NZ, UK only required a TB clearance. Would that be sufficient for POEA or do they require a complete work-up?

      1. Thanks for the reply. Unfortunately, I’m still in limbo at the moment. The bank (my prospective employer) did approach POLO in London regarding authentication of the job offer. However, they were informed that there is a quota set for Filipinos allowed to work in that bank (I’m looking for any documentation regarding such quota which I find ridiculous). They were asked to apply for accreditation which the bank is not too keen on due to some provisions that they’re not comfortable with.

        Last I heard, they’re trying to transfer me to a different location in the UK under a subsidiary which could potentially mean I have to reapply for a visa since the CoS would have to be transferred to the new entity. That was last week. I have the visa and all but my future is hinged on a piece of paper that nobody at the airport really scrutinizes. 🙁

        1. Sad day. Just got a call from HR saying that they won’t be able to proceed with my employment due to the restriction imposed by POEA on the number Filipino nationals allowed to work in the bank. They couldn’t find anyway around it. Does anyone know of such restriction?

I thought of that and I would have gone through with it – although I thought of HK instead of SG at mas maluwag sa HK kesa sa HK – but since the company knows about OEC already (my Director in fact talked to the Consul General in NY about it to no avail), ayaw nila magka-problema with the Philippine government and strongly advised me against it. So yun, they decided to withdraw the job offer in London. They’re trying to find a suitable country for me na di magkakaron ng ganitong problema ulit.

I have on hand my passport,working visa and offer of employment by my employer at wala pa contract. Pwede na kaya ako kumuha ng OEC? Sana po magabayan mo ako. Salamat!

    1. Hi Topz, I’m not familiar with Norway requirements, but I think they will ask for verified/authenticated contract. They might also ask you to take medical from their accredited clinics. You can give them a call if you need more help. In my experience, helpful naman yung agents nila. Good luck!

      1. Hi Jr! Ive been to POEA cebu and it seems that the name hire evaluator is not that helpfull. He told me that name hire is a long difficult process and takes a month to process the oec. Now im communicating my sister in norway to help my offer of employment authenticated by the phil embassy in oslo. I dont want to burden my employer bec. Im afraid to lose the offer. I already mailed my docs and it takes amonth to get there. I dont know why phils have this kind of bureaucracy. But it doest end there bec. Authentication is a lot of process too since it need that my offer of employment verified by the norway ministry of foreign affairs b4 the embassy authenticate. Grabe na talaga! Kaya mga mahirapan tayong umasenso dahil sa pasaway na mga ahensya ng gobyerno natin.

        1. I hope you don’t suffer the same fate i did. My employer backed out, the opportunity was lost from me. It was an AVP position which I worked hard for the last 10 years. Ganun-ganun lang nawala due to bureaucracy. Haist.

      I have the same issue as you. When my SPass application is being processed, I am in Malaysia waiting for the approval of the employer that when my Pass is approved, I asked if I can settle all my applications to their country first before going back to Philippines since my work will only start on December 1. Unfortunately, the employer discloses that they will send my IPA one week before my appointment. But I requested that they give me two weeks processing time for my oec. And sad to say that when I gone to POEA SM Pampanga, because it is much nearer to my place, they said that Direct hire is banned and POEA main office only process Direct Hire Applicants. And also the documents should be verified/authenticated by Phl Embassy in Singapore, which is really a hassle to the employer. I can only beg for their approval.

      I would like to ask what is your status now with your application?

    AND EMPLOYMENT OF LANDBASED OVERSEAS FILIPINO WORKERS OF 2016

    Question: Who are exempted from the ban on direct hiring?
    Answer: Section 124. – Exemption from the Ban on Direct Hiring. — The following are exempted
    from the ban on direct hiring:
    a. Members of the diplomatic corps;
    b. International organizations;
    c. Heads of state and government officials with the rank of at least
    deputy minister; or
    d. Other employers as may be allowed by the Secretary of Labor and
    Employment, such as:
    1. Those provided in (a), (b) and (c) who bear a lesser rank, if
    endorsed by the POLO, or Head of Mission in the absence of the
    POLO;
    2. Professionals and skilled workers with duly executed/
    authenticated contracts containing terms and conditions over

    professional and skilled Overseas Filipino Workers hired for the
    first time by the employer shall not exceed five (5). For the

    3. Workers hired by a relative/family member who is a permanent

Ask ko lang po, kapag verified and authenticated ung contract ninyo, kumuha or prinacess pa po ba kayo ng DOLE clearance? kasi ang paliwanag sa akin, kapag verified na ung contract, ipapasa sa DOLE for their clearance. dito po kasi sa procedure ninyo, wala pong naging for approval pa ni DOLE.

  29. Hello, naapproved na ung dole clearance ko. kaya lang ung pdos para sa asian countries 9am pala mag start. di ko alam, nagsearch ako sa internet, pero puro pang CFO ang schedules nila.

    9 to 11am asian countries
    1:30 to 3:30pm ang middle east.

    nagmakaawa ako na sumama sa pdos ng middle east kasi pag di ako nakadating ng singapore mamayang gabi, icacancel ng employer ko ung application.
    and ayaw nating mangyari un.

    ps: inisa isa kong tawagan bawat signatories, para malaman ung status ng papel ko. inabot ng three days ung papel ko sa dole plus 4 days sa poea signatories nila.

    1. Topz, that’s not advisable but I won’t fault you if you decide to take that route. Are you employed here? You can ask for a letter of leave from your company. Also make sure you have a round trip ticket booked, hotel accommodation in SG booked, etc. Yung pwede mo ma-prove na bakasyon ka lang talaga sa SG at babalik ka din on the day specified on your return ticket.

          1. @zeph I take the risk when I departed kac hindi na sapat yong time para e process ang OEC pro instead na working, dinahilan ko na jobseeker visa yong hawak ko para di nla ako hanapan mg oec at sa awa ni God nakalampas ako sa immigration ng walang kahirap hirap. If may time ka pa do it in legal way to avoid offloading.

    1. Arnel, mag ask ung POLO sa Saudi ng contract mo, business registry ng company and then ung ID nung naghire sayo, dapat lahat ng pages eh nakasign isa isa.. and then isama mo din ung copy ng visa mo and ung passport mo.
      Tapos, you have to pay for the verification and authentication (approx 3-4days ung processing), after that they will send the documents thru FEDEX (or any) you will received those documents after 3 days.

  35. Hi po. Ask ko lang kung ano ba talagang gamit ng OEC. Kasi ilang beses na ko nakapagrebook ng flight dahil di ako maissue-han ng oec. First dahil sa pag-authenticate ng contract. Nagawa ko naman after three weeks. Pero pagbalik ko ng POEA lagpas na daw sa limit yung employer ko kaya gusto nilang thru agency na ko magprocess ng papers.

    Kinakain na ng POEA yung time and resources ko dito sa Pinas. I was ready to leave kaso di matuloy tuloy dahil dito. I am reconsidering to exit thru HK na lang. Hope you could help. Thank you!

    1. Hi po were you able to get out of the country na ba? Nahihirapan na din po ako sa OEC na yan at ang employer ko nkkahiya na. Gusto ko nalang din magpanggap na tourist either SG or Malaysia and then tsaka ko punta NZ. Di na sila pumapayag sa paraan na ginawa sa blog na to. Di daw pwede yon. pag agency naman napaka mahal babayaran. Thankspo

After a few days, pinagstart na agad ako bigla at di ko na sya madelay yung start ko kasi the following day, yun na yung start of work ko na nakalagay sa contrat ko. Three months na po ako here in Singapore and hanggang ngayon, iniisip ko pa rin yung OEC na dapat kunin sa PH. Namomoroblema lang din po kasi ako dahil sa first week ng February, magrerenew na po ako ng passport. Pwede po bang makahingi ng advice?

  37. Hi may itatanong po ako, pumunta po ako sa philippine embassy kl malaysia para mag apply ng contract . Actually ang contrata ko po ay hindi pa sana ma expire kaso nag changed employer po ako. Kaya kumuha ako ng panibago contrata. Completo po lahat ng dala ko documento. Dala ko po ang old contract ko , at naka fill up na ako ng bago form sa contrata at na pa notary ko na din. Tapos bumalik ako sa philippine embassy kl malaysia para i submit na , nung nasa counter na po ako sabi ng in charge ng OEC kailangan dw na may agency , so sabi ko naman sa in charge eh bakit po eh matagal na ako dto bkit hindi pwede yang agency na naka sulat sa old contract ko. Ang sabi po sa in charge kailangan dw na may agency kc bago dw po ang employer ko. sa tagal tagal na ako dto. At may ire reklamo ako sa kanila kc pa iba iba cla kung baga weatner weather . Kc may kaibigan ako change employer din sya at matagal pa sya sa akin dto sa malaysia nung nag kuha sya ng contrata bakit hindi sya hiningan na kailangan may agency . Sabi nga nila mga karamihan ng mga OFW dto sa Kuala Lumpur , Malaysia grabe itong mga empleyado dto sa philippine embassy sa kl malaysia. At naka kuha man sya panibago contrata na wla ng agency . At ang mahal pa ng chaged. Ang iba jan agency rm 1800 may iba agency rm 1650 at meron din rm 1500 .tanong ko po what is the purpose bakit kailangan pa may agency bago ilagay sa contrata eh sa old contract meron na. Pero kung hindi dw ako nag change employer ok lng daw, kso nag change employer ako. Ito po ba ay nasa circular o section o kung ano ano pa jan sa law na yan na kung mag change employer ka dapat kailangan din ang agency eh nandoon na nga sa old contract at bakit hindi pwede. Sana po paki paliwanag po itong hinikain ko. Kc sa mga naririnig ko dami nag reklamo mga OFW dto sa kuala lumpur malaysia na ang phillipine embassy ng kuala lumpur malaysia ang mga emplyedo ay istrikta, masungit at pa iba iba ang mga patakaran nila at kung ano ano pa. Sana paki paliwanag po itong tanong ko. At kung ano ang dapat gawin.

  38. Guys patanung….may IPA na ako. Im going to singapore for work…pero parehas ng mga experience nyo…hopeless na din ako sa mga process at requirements na hinihingi ng POEA..last option… im planning to fly to singapore as tourist to continue the process of my Spass card para makapagtrabaho na sa employer ko….Anung consequence pag hindi ako nag process ng OEC at nag bypass ako hinihingi ni POEA. Nightmare talaga. Halos gusto na i-withdraw ng HR yung application ko….kainis lang…guguho lang mga pangarap mo….anu bang kelangan ng govt. Naten para lang malaman nila na kaya naten ginagawa ito eh para makaahon sa kahirapan……kainin nalang nila yung daang libo na kikitain mo sana sa ibang bansa…

    1. Boss ingat lang baka ma off load ka, sayang yung pamasahi,baka ma hold ka sa Immegration natin, daming tanung basta first timer. Naka experience na ako ma offload kaya sinunod ko nalang yung requirements na mag kuha ng OEC.

    Patapos na sana ang pagprocess ko ng direct hire application ko sa POEA ng inabotan ako ng bagong advisory nila. Hiningan po nila ako ng request letter pero nung tinanong ako kung ano ang dapat nilalaman eh parang kahit sila di alam ano ang isusulat. Baka meron kayong idea kung anong request letter ba iyun at ako ba or ang employer ko ang magsusulat nun.

    1. Wala naman sa requirements ang request letter kaya d ka nila masafot dahil wala silang alam. Grabe talaga pahirap ng poea. Saan bansa po ba ang employer nyo?

      I was also asked to submit a request letter from my employer appealing to DOLE. The letter shall include your employer’s commitment that further hiring of Filipinos by their company will be processed thru an agency, and that you will be the last one who will be processed thru direct hire.

      Walang format na binigay or specific wording. Yung akin e HR ang pumirma and nakaprint sa letterhead. Dapat iexplain mo lang din sa HR nyo na yung thru agency na yun e pagprocess lang ng papeles sa POEA. Ang recruitment e yung HR pa din ng employer mo ang magdidirect.

Hi pede magtanung lang ako, direct hire kasi ako ng company in saudi pero ang deployment ko e sa branch nila sa qatar, may visa na ako, wala pang employment contract, employment offer lang yung sinend sakin ng employer okay na ba yun? still not authenticated pa ng POLO pede bang mawaive un authentication ng contract?

    1. Sinwerte ako na napa-waive ko yung authentication. Try mo na lang din kung papayag yung POEA. Nakaindicate sa post yung part na yun 🙂

    May mga concern lang ako bago ko ituloy application ng work visa sa NZ. Direct hire din po. Ok na po lahat ng documents ko pinadala na ng employer ko tru email.
    1. Ano po ang mas madali at mabilis online o hard copy?
    2. Kailangan po ba ng immigrant adviser pra sa application?
    3. Wala po ako kakilala sa NZ bukod sa employer ko, isa sa question sa application kung meron ako relative o kakilala. Hindi po kaya maka epekto approval kung wala?
    4. Ang pag authenticate ng job contract kailangan po original sign?kasi po lahat ng transaction namin ng employer docusign at scan lang.
    5. Totoo po ba na pag direct hire ka e advice ng poea na kailangan k dumaan sa agency pra binyan k ng OEC Pdos etc?

      1. Para sakin, online ang mabilis.
      2. Hindi naman kailangan. Hindi na ako dumaan sa adviser. Pero dapat check mong maigi ang mga requirements.
      3. Walang effect kung may kakilala or wala. Wala din akong kakilala eh 🙂
      4. Docusign lang din ang saken (Take Note: Hindi ito enough sa POEA. Gusto nila ng authenticated. Please see in the post).

    1. Yung nirequire kasi saken dati ay authenticated job offer. Pero inaassume ko na pati addendum, dapat authenticated. Better confirm with the POEA kung kailangan ba talaga.

  46. Hello po, puede ba dito kumuha ng NBI clearance at postal id. Kasi po ang lola ko kailangan nito tapos dito sa paranaque ang tagal bago ibigay. Ang problema po nmin wala pasyang passport tapos nakabili na kmi ng ticket march 15,2017 ang alis wala posyang record ng birth certificate sa nso at city hall. Pag i late regester aabutin ng 6 to 8 months tapos 30vthousand ang bayad. ganun din ang processing nila.wala nmn kming pera pang bayad ng ganito Patulung po kmi kong ano ang dapat nming gawin. Makakuha ng passport makasakay manlng sa eroplano lola ko. I month na inasikasu pinabalik balik lang po nila sa postal at nbi at sa dfa. Pls nmn reply kong sinong nakaalm kong anong dapat nming gawin……pls! firstime nyang maka passport kong makakuha.

    1. Hi Lulu! Sa Pinas na ako kumuha ng insurance. Actually sa tabi lang ng POEA building yun. Nirefer saken nung POEA officer mismo.

Meron po kase ako ka kilala na granted na po yung work visa and when we called the poea sabi po kelangan verified/authenticated sa phil embassy dyan po. So we ask his employer to have it verified. They send the contract and job offer po sa phil embassy-wellington din po naman. Tanong ko lang po? Ma verify po yun? How long din po? In a hurry na po kase coz we only got 1month left until his first entry and ng resign na po sya sa work. Salamat po. Please help me on this

    1. Hi! Yes this is the new requirement by POEA to have the contract/employment offer be authenticated by the Philippine Embassy of the receiving country. But before they authenticate, they required to have the document verified by the Ministry of Foreign Affairs – well, Polish Ministry in my case. Then I found out that the Foreign Ministry requires to have the document notarized. It’s really a nightmare!
      And so I tried to follow the steps written on this article (It’s very helpful. Thanks JR!). However, there’s a new POEA Director assessing the case and he is strict (but also kind) and do not approve of this article as I showed him. They are strict to follow their process – I have first complete the requirements before proceeding to the next step, no exemption.
      I think a month you have is enough to secure the OEC. If you have the complete requirement, it will only take 2 days in POEA with PDOS, 2 days for Medical (I recommend BioMedix Clinic in Makati who can provide the results the following day), and 1-2 weeks for DOLE issuance of the OEC. My advise is to follow the process and do not book a flight ticket until you physically have this permit… Good luck!

    2. Hi were you able to have the contract authenticated sa Wellington po? NZ bound din po ako at nahihirapan ako sa OEC now. Pahelp naman po sa mga naging process. Ayaw na pumayag ng POEA dito dun sa kkausapin ang Admin at Director.

Do you know if I will still need a medical certificate given na nagpamedical na ko sa process of getting a Canadian work permit visa?     Ang Entry ko dito s NZ is Student then na convert na ito sa work visa last December 2016, Sa work visa ko naka indicate dun ung employer ko. Nka book ako ng flight this May 17 para sunduin ang family ko at babalik ako dto ng May 31.
    1. Kailangan ko pa rin ba kumuha ng OEC.
    2. Paano yun proseso ng authentication ng Employment contract?
    3. Pwede ba sa Auckland office mag pa authenticate ng Employment contract?

    Kasi may nakaka usap ako ung iba di na same ng status ko di nmn sila hinanapan ng OEC?

  55. Hi Sir JR. I read your blog bago nag apply ng OEC, kaso ayaw na pumayag ng officer na walang authentication from Phil. Embassy sa Wellington. Ayaw niya ako ipakausap sa Admin at Director. Ngayon I am having problems pano ang ggawin ko. I’ve read pa sa ibang comments dito na pagtapos puntahan ng employer nila e ayaw din pumayag ng Embassy dahil quota na or ung POEA dito ang ayaw pumayag khit authenticated na for the same reason. IT din po ako at bound to Auckland sana, direct hired sa online. Thanks sa help.
